Manhattan has an unusual population situation with a very high number of residents from 18-25. Here are some local growth numbers that shows that Growth has been shifting over the Blue River into Pottawatomie County. Pottawatomie County grew 17.3% while Manhattan grew 3.5% for the 2020 Census.

Here you can see the huge 20-24 year old cohort with 7,126 men and 6,066 women. Most of this group is financially unable to share a big part of the tax burden.
